It is a filter against frivolous voting. If someone can make the effort to walk down the street and participate once every few years with a month's notice - it suggests they have taken some time to consider what they are doing. Regarding the elderly, I think that it could actually be a more efficient solution as voting devices (and voting help) could be provided by family members, hospitals, care homes and carers. Much easier than postal votes or troops of old people heading down the local voting station. Dunno, just makes sense to me.
